Perry told me that they're German in origin, I believe he mentioned something about mental asylums.

He has two sets - one more traditional, with chain connecting the cuffs, the other two separate cuffs, each with a little thingy to attach the cuff to an o-ring/bedpost/other inanimate object.
I fell in love with them at first sight.
